Have you tried throwing on the 16s just to confirm the issue is with the wheels/spacers/bolts/tyres, it should take less than 20min to swap them all over and at least confirm it is not another issue.
Does sound like a buckle/balance/hub centric issue though.
Also whilst wheels are off get a wire brush and give the hub faces a quick once over incase there is any loose bits on there that have stuck and might unsettle the hubs/wheels.
problem temporarly solved - put the original 16's back on and wow what a difference no shaking on the steering wheel!! i did notice that the spacers fitted ok on the hub but they had a little movement on the actual alloy this might be causing the problem any thoughts???

My Hubcentric spacers actually need to be knocked into the wheel which makes a really nice snug fit.
So I guess that could be your problem... Are they hubcentric ones... do they have a lip on them??
Well when i get some time this week am going to try the spacers on with the original alloys and if the vibration starts then i know what the problem is

Shame your not closer down south, I sold my s8 spacers that were custom made by martinjs and they are sat at Bahmstorm tuning in northampton and you could have tested them ( if acidburn let you )
I always machine the spigot to 57mm, thats .1mm under the hub size, so the spacers slides into the wheel, but not rattle about.
Not questioning your machining, just stating that if the spacers fit onto the hub tightly but are loose in the alloy I would expect vibration to occur as the wheels will not sit centrally on the spacer and hence not centrally with the hub?
