In latvia aswell it's by law from 1.december till 1.march you need winter tyres.And if you don't have you get penalty.

**** holes. They are obsessed with not paying out, so an undeclared modification like winter tyres, or removing the aux rad is an excuse not to pay out regardless if the deviation from standard spec makes the vehicle and the environment it's driven in safer (or run a little cooler)
