Here in brazil we have a very similar law...
It states that it is illegal to modify the original characteristics of any passenger vehicle. What it really means is that it's illegal to modify you car in anyway...
But it's not that hard to get around, since here we don't have to do yearly MOT's. A car only needs to be inspected when it sold.
Also because the police has no way to prove that the car has been modified, specialty when it is rare or a not so common Import.
But there are a couple of things that can be legalized in some states, like lowering and in some cases even forced induction. But one thing that is illegal in every state is for some strange reason HID lights... The only way to legally instal after market HID's is if ur car has projector headlights, head light washers, head light wipers and adjustable beam height...
