Tarmac racing is completely legal in the Republic of Ireland, and i think that it is also allowed in the Occupied Territories (ie Northern Ireland) as well.
However, in recent years, the cost of holding such events has soared, as the focus on spectator safety increases. In addition, insurance for such events has become prohibitive.
Also, most events in Ireland are rallying rather than F1 or similar, which can be run on roads with a minimum of repairs, which mainly involve a few shovelfull's of tar to fill in the worst of the potholes.
I think that most politicians in the UK will not want to pick this particular hot potato up.......Comment

Agree, as an example, Southern England isn't renowned for hillclimbs but there are plenty of superb roads that could easily be made into a special event.

One of the biggest problems will be getting road closure orders. As you don't have a history of getting these, I'd say that it will be fraught with difficulty, no one will want the road closed outside their house / business, and there will likely to be multiple legal challenges that will mire the thing down and probably kill it.......
Better to just come to an Irish event, and enjoy the craic here
