but is there a way to combine a dump valve with a whoopee cushion all about releasing a growler upon gear change.

Could be a bit of tipp out surge as well.

Encounter quite a lot of that on the rig whilst playing with a VGT turbo. Scares the **** out of you when you don't expect it...
A bad matching comp/turb will get you there on a fixed geometry as well (extreme cams below tuned operating range)
