I need help from somebody from Germany please!

I bought a car from a German handler last year.
The car was bought by the handler from Switzerland.
The German handler paid the customs fees and provided me with a document saying that the customs has been made to the car.
Went to Romanian Registration Office and they required another customs document.
I've contacted the German Customs and they said that they will send me the document I need by PREPAID RETURN ENVELOPE - vorfrankierten Rückumschlages

The problem I'm having is that in Romania I can't send a prepaid return envelope to Germany. And the guy from the Customs is unwilling to send me the document without prepaid return envelope.

Can somebody in Germany be kind to send a "vorfrankierten Rückumschlages" to the Customs Office and after the Customs sends the document back, to send it to me in Romania?

The Customs office is in Weil am Rhein, 79554.

Or if somebody lives in this city maybe he can take it in person from the Customs Office.

And about the expenses, I will paypal the expenses.

im going 2 the post today. what size a4 or a3 do you need? and how is he going 2 know that the envelope is for your car documents? got a name of this person?

A3 or A4 is too large.
A5 is OK.
Yes I have the name of this person from the Customs Office.
You can write on the envelope for Mr. *go away google* from Romania - that's me so he knows that it's about me.
So should I give you all the information you need now in a PM or you're going to the Post Office just to ask ?

Just a short story, before I decided to ask help from somebody here, I've phone called DHL, TNT, DPD locally and asked them if they can help me.
TNT said yes, the rest no.
Went to their office which is at the end of the city, in a big warehouse with no indication on where their office is.
Found their office, tell the guy again what I want to do, and he start bla bla bla.. in the end.. he doesn't think he can do it. They only work with companies, and I have to find out somebody with a company...
But nevertheless, if he can do it, I will have to pay 50 EURO for the sending and 50 EURO for the return Say what? 100 EURO? Mister I'm sending an envelope. To Germany! Not to the moon!
Yes, 100 EURO , all the companies charge like that... Say what?
I told him he's crazy... and got the funk out of there...

Why do you have to use courier, instead of normal mail?

Well the Post Office in Romania doesn't provided this service, "prepaid return envelope". That's why I've tried with other shipping companies.
And the guy in from the Customs Office doesn't want to send me the document any other way.
