which mod will give best results. 1/ fitting balljoints which move the wheel forward 20mm or 2/ moving the whole subframe forward by same distance this will also move wishbones , is this better than just moding the balljoints

How are you going to mod the balljonts?
Tidiest solution would involve going mad on custom suspension components and is probably not economically viable.
Modifying the turret tops to accept adjustable camber / castor plates would be easiest and give the most flexibility.
The works cars used a fixed set-back plate on the turret top to increase castor for some set-ups so this is another option.Panthero Coupé quattro 20vt

You can swap the ball joints from left to right to get a lot of caster but the front axles will foul the chassis & the wheel will set noticeably forward in the wheelhouse, BTDT. Moving the subframe forward will give you an extra 2.0 degrees of caster or so. Using the B4 ball joint in the Coupes will give you caster gain. Custom top mounts will be needed to gain more caster than that
