Use a Dremel, small drill bit and some masking tape . Draw the template for the hole on the masking tape ( the tape also provides a key for the drill bit to bite into and prevents slippage ). Use a small file to take the burrs off the edges and seal the exposed metal with nail varnish ( or rust stopper )
