I'm not up on the matter, but are cars built before the last CO2 emission tax changes not at set levels of tax anyway, I.E. were Audi Coupes not something like £215 for the year and a little over half that for 6 months? If that isn't the case then ignore the rest of this post, but if it is then:
- Does that cost really equate to 'Most working people being priced out of classic cars'? I find it hard to believe that £200 a year prices people out of owning a classic car which, by their very nature, tend to cost a decent amount to own and maintain anyway. Most 'working people' (very odd term) are priced out of classic cars because they are classic cars.... and thus cost a fair bit to buy and run.
- Is a 25 year old car really a classic nowadays? If a car built in 1970 lasted 25 years then it was a miracle. Quality early 90's cars were engineered for the long term and even base level cars today could still be around in abundance in 50 years time. The classic rule was introduced because in theory a classic car would be an occasional or weekend drive. A 25 year old car can be a daily nowadays.
- If the decision has been made to change their minds from 25 to 40 years then it has presumably been made for a good reason, I.E. there will be a shortfall in income somewhere. So if you successfully debate that the '25 years classic' be reinstated then I'd fully expect tax to rise across the board on newer vehicles.
I'm playing devil's advocate a little here for the sake of conversation, as if they said they would change it to 25 then they should, but if you look at it subjectively and not 'oh, I might get free road tax' then there are a number of reasons that 40 makes sense.Comment

Yes signed.
What gets me though is that so many of these hybrid and electric cars pay NO road tax whatsoever. They maybe clean emission wise bit what about the carbon footprint will they leave due to their manufacture and ultimately when they reach the end of life and we have to dispose of the batteries. Our 20 year old or so cars with the mileage they do have per year have got to be "greener " surley
