If you fit them the pads will soon do the cleaning.
Disks always accumulate a bit of rust when they are not sued but it doesnt do them any harm.

Otherwise maybe some really fine Wet and dry to rub them down with? but that's only a guess.

I would use the brakes only if they are new...
not worth the risk of high spotting them just to have them shiny for a few days (till they rust!)...

The pads will bring htme back to shiny in no time

I think he is asking how to clean the discs that he is NOT putting on the car, ie the ones bought in error. Sorry i don't know other than soapy water and then coat them in oil or something like that. HTH

WD40 to clean them up best you can then cover in little grease and wrap them in brown paper and box them up.

I would not worry about a small amount of surface rust, they are going to rust when put on anyway.

            Cheers,

Have em put in a lathe and polish them with a bit of wire wool, this will not take any metal off, or at least nothing measurable with a micrometer, then coat them in wax oil, as they are only to be protected while you sell them.
With the wax oil after the wire wool they will look good as new. DO NOT spray oil in the vented part as they would smoke like hell when first heated. When you sell them put in a printed note saying "Buyers responsibility to thoroughly wash off the protective coating with white spirits, or other similar solvent"
