I love the way they threaten you with jail sentances over things like this. They arn't even sending peodophiles and rapists to jail cause they are too full, are they really gonna send a DRIVER to jail for DRIVING withing the limit. They cant police this, you can just say that you are all driving to the same place, do they really want people to speed so they can get further ahead from another vehicle.

How do they prove you've "congregated" with the other cars and you haven't just parked your car in the vicinity of.. other cars? And will they randomly start arresting everyone in traffic jams for "driving in convoy"? How the hell would they prove you even know the other drivers?
