Is there a way to convert the steering rack to electric drive by wire?

No not really, you'd have to fit a manual rack and electric steering column, if the racks leaking you'll have to fix it or source a replacement.

I would just have the rack serviced. You could retrofit an electric system but it would be at massive costs as it would need to be designed and engineered as there is no of the shelf system that would work/fit.

And pass up on the incredibly gratifying and personally-enriching opportunity to convert an old leaky ZF steering rack into a non-leaky old ZF steering rack?!
