would a C4 quattro avant be heavy enough for legally pulling this with a 17 hand horse?

We used a a6 2.8 quattro estate and now a 100 2.8 quattro saloon as a tow car with some big lump of a thoroughbred thing (I dunno how many hands it was as the horse wasn't mine).
