probably because the actual cost of a chip is a few pence the work is in developing the new maps, so you could suspect the quality of the map.

Once the maps are developed the cost of a chip and programming is prob only a couple of quid

A Cheap generic chip that's supposedly get 294bp out of a stock engine/turbo? Sounds like a phoney claim or a turbo destroying, super-knocking chip to me. Either way, good enough to not touch it with a barge pole.
