The Tommis Billet prices are plus 24% which is their VAT rate and then postage on top...
I ordered one last week (and paid a little bit more than Simon's pulley so it is a good price.
Interesting to see the pic of the washer/woodruff key - missing from their website image so it looks like the pulley needs a key rather than has one built in like OE.
