Yes I cut it out of a sheet with scissors... You just need. To dril 3 holes in the bottom of the bumper and it fits right in!
Made a surprisingly big difference to high speed handling almost like a splitter (perhaps it's because I didn't have one before)

I'm not quite sure about the shipping I'll have to check and give you a price... Pm me please..
