Yep - the handles are on every RS2 I have seen.

I guess to make the same seat suitable for the Coupe. AFAIK they were an option on these cars as well as standard RS2 fitment. Not feasible to make a lever-less seat for a relatively small production run.

Yep.They make the the back of the seat tilt forward when you push the lever up
From that picture though, it looks like the one on the passenger seat is on the "wrong" side I thought the levers were on the outside of the seat. The drivers side one is but the passenger one isn't.....

Either that or he has a replacement drivers seat from the wrong side. Is the same seat both sides or are the electric controls on different sides on the leccy version?

All VAG Recaro seats (AFAIK) have handles on both sides. In fact I can't recall ever seeing a Recaro seat with out them (except, obviously, fixed race seats).
