no, it is from the outside. this spot has been damaged, and poorly repaired. i should probably cut this damaged part out and weld in a new piece...

Unless the panel is now very thin from rust (it doesn't look too bad) then new "mill" steel you put in will never be as good quality.
just blast off all the rust and then weld the holes up and linish the surface back smooth again.
I have this to do on my arch similar problem, but i have bigger fish to fry at the moment
