Intermittent horn could just be the column switches have been pushed too far down the column when refitting -had this a couple of times.... just loosen the posi screw from underneath and pull switches towards you, retighten.

May be a quick fix

Also check the horns themselves, they are pretty exposed down there and often crusty as hell!

well thats true enough...I have one of your finest bolted up down there to replace previous crusty original If the boot is preished then they fill with water and rot from the inside out

I turned mine upside down to avoid that

like your thinking, might have to drop the bumper and do the same as they are just on a bracket from memory aren't they
