Yes.
Every VAG car I have owned, this has been the case.

It depends on what laws the electronics template was based on.
For German made cars, manufacturing for the European market, they make them to the MOST stringent Laws. Those happen to be Germany!
Deutsche Laws state that in the event of an emergency stalling situation whilst in motion, the following vehicles in the traffic line should be aware that the stalled vehicle is braking.
Most other cars, when stalled, will not illuminate the brake lights! Not good at 170MPH+ on the Autobahns!!!!! Especially for the Subaru's trying to catch up after being slaughtered!!!!!
The same applies to vehicles being towed.
Sidelights are also a similar situation.
For cars NOT fitted with "parking lights" i.e, those whose right (or left) front and rear sidelights come on when the indicator stalk is placed in that position with the engine off, then only the rear lights illuminate when the sidelights are switched (or left) on with the engine off. This is based on the fact in many lands, it is only legal to park at the side of the road, inkeeping with the flow of traffic. (so there's no need to have the fronts illuminated). These are a different version of "Parking lights".
I hope i haven't bored you too much?!
