13 bar sounds good to me. Audi manual says 3 bar max difference between cylinders and 8 bar is min.
Have you run the engine in? Are you using thin synthetic oil?
If you ran from rebuild using synthetic oil, the rings may not have bedded in yet.

Engine has been run in on mineral oil from rebuild for around 500 miles with three oil changes, then I use Comma motorsport 5w50.

Sounds like you did it properly.
Maybe it is the stem seals or turbo then.

Compression test shows 13 bars on all cylinders and then after adding 10ml of oil to cylinder bores pressure on cylinder 2 and 4 increases to 15 bar but cylinder 1,3 and 5 stays at around 13 bars. Alex do you recon this is acceptable?
          Hot or cold?

Seems fine to me Rob, I wouldn't be worried by your numbers. Try a hot compression test for comparison.
As I said above, given your piston/ring choice I think you're experiencing pretty average oil consumption.

Does the manual say anything about holding the throttle open when doing the compression test? 1ltr per 500 miles is very high consumption for sure.
