help with cooling fan on an aby please

Hi guys, i am a new owner on 1994 s2 avant aby, not had the car long, and with the weather heating up, I noticed that the fan was'nt coming on at about 95c, I have replaced the fan switch, and tested the fan wiring ,jumping the connector as per the sjm site, this checks out fine,howerver the fan will come on high speed at 100+c but not at the slower 95C. What is confusing me more is that the relay 2'nd from the left, marked radiator fan relay is missing,i have replaced this with a 214 from the breakers, but no 95 c fan switch on ,yet when I jump 3to 2 on the connector for the fan switch number 2 speed runs fine. could it be the thermostat?
Please help if you have had and resolved this problem. and if you have a 1994 s2 avant aby could you tell me what number relay sould be in position 2 from the left.

guys could some one see what the numer is printed on the relay for the rad fan position 2 in the fuse please, its a 1994 with non digital air con .
