block relining

I have never used the torque plate till now. Lack off knoledge
Question is the torque plate is used only when rehone the liner surface or also when is pressed in? what surface finish shoud obtain at contact areas between the block and liner for the best result?

Is a good price...but for me at the moment is alot.
