Everything is balanced to zero. So parts can be swapped without re-balancing.
But that is not the function of the front damper!

Revving a combustion engine means you rotate/accelerate parts over their own frequencies due to inertial forces.
For the crank this is shown by the first and last journal twisting heavily against each other. First problem is the noise caused by the vibration, the hammering of parts against the bearings, reduced bearing life because of the bad oilfilm between, and in the end cranks in transitions between bobweight and journal. The only dynamic way to distribute and flatten that load on the crank is to add an torsional dynamic damper.

Dumping it in the end means fatigue will kill the crank if you mess with the dynamic balance.

This damper is used on the latest IL5 TDI engines.. mounted directly on the bobs so it's more compact and you place the damper where you want it, at close to the last journal als you can get. I bet this also saves the crank sprocket aswell.

Frequecies that occur while revving an IL5 engine. Difference between an damper and without. The bigger spikes get filtered out. As seen that zero dynamic balancing isn't possible because it would ask for an active spring/mass/damper ratio.

And that's all i want to let go about this subject.

Sticky it for future questions about lightening/swapping/removing 'front pulleys' ??
