I had the same issue with my S2 ABY, it would rev to around 3,000rpm with MAF plugged in. With it unplugged it'd rev to 4,500rpm. It turned out that it was a boost leak (or two), it was managing 0.2-0.3 plugged in, and about 0.4bar unplugged.

Check all your induction hoses before buying a MAF. I bought an RS2 item without checking my pipes properly, and I was furious I'd splashed out near £200 without curing the problem. If it is your MAF, I have a used (125,000miles) standard S2 item which I no longer need if you're intested in a cheap, quick fix. Otherwise, if it is your MAF and you have an ABY engined S2, then get an RS2 item, they're a direct fit, give slightly more power (apparantly) and I found they cost less too by around a enner

I think I have a similar problem at the moment and my pcv valve is leaking air under test, I think this is down to a one way valve up by the top of the bulkhead - part of the vac tube setup off of the I.M

Give yours a check might be...might not be.
