Cooling fan problem

As you know i had audi20020v. The problem is cooling system precisely radiator fan.
When temp reach 90, sometime 95 'C the radiator fan starts but when it stars it is a kick and car raise rpms. Cooling liquid is at level, full. And one question about temp gauge, does it show right temp or it have some deviation? Thank you!

Nobody know nothing about what i need to check? It's strange to me when i drive in town at low rpm and suddenly kick when fan start.

...finally i found what was problem, radiator fun is always starting in highest speed.
Here is a problem:




...it seems there was a cut between lines, and i put it all together.

I wonder how can I make some alternative resistor pack?
