RS2 will certainly achieve that and pretty much bolt-on. There are other turbos that will do that with the rest of the RS2 parts but they might require some custom tuning.

RS2 or K26/K27 turbo,
RS2 or Wagner manifold,
Injectors of your choice depending on what ecu map
ECU mapping and replacement MAP sensor,
Larger intercooler, RS2 or Wagner or home brew using large ebay IC
Replacement airbox 3B airbox is not up to the job either ABY or RS2 or cone filter
optional but in my opinion essential
Larger downpipe
Uprated exhaust
Uprated fuel pump or minimum direct wiring of fuel pump to battery with relay.
Change fuel filter
Silicone boost hoses
New clutch OEM or uprated, old clutch on uprated power level will perish in a short while.
Uprated front brakes
Also you may need to change the head gasket if it hasn't already been changed. The 3B came with a paper gasket, this was replaced on the ABY and RS2 with a metal gasket
Is nobody going make any suggestions/warnings about the 3B ignition system (distributor and single coil), e.g. the potential for spark hop using the wrong rotor, etc.?

You need exactly this for safe 350hp:
1) Injectors, 360cc or bigger
2) RS2 Turbo
3) Better fuel pump (stock is usually tired)
4) RS2 or STR exhaust manifold
5) Coilpack conversion and AAN ecu.
That is all.
Everything else are "nice extras", but your car will make 350hp easily with just those mods and proper mapping.
Why do you need coilpacks for 350 bhp? Plenty of UK 3B's running this power without the need for coilpacks, highest was Audiman at 480 bhp IIRC
Because it's not really safe...
Spark hop -> boom.
Coilpacks are 36 EUR each, a stock ECU can be had for a very marginal amount of money.
Pulling the engine apart will cost much more in case of bananas.
