would I get away with honing and new piston rings?

Test compression before you take the head off then check the bores for signs of wear once it's off. If all is well then a rebore is not required, low compression could also be caused by poorly seating valves so base you decsion on the state of the bores. But do the comp test anyway as it's very simple and could highlight a problem cylinder.

I recently took the head off a 230K mile 6A 2.0 16V engine that's going into a MK II Golf GTi. I was expecting some bore wear, however all the bores are perfect, no signs of wear whatsoever. I didn't bother doing a comp check on that as I was expecting to be reboring.

Measure first to be completEly sure. You can do that across bore and by checking gaps on the rings.

Indeed, when I said check bores I ment with a vernier caliper as well as by eye.
