You have to push the cam down a bit down onto the cam followers (and the valve springs) to get some of the nuts started. The sequence typed in blue on the diagram (by me), is from the Robert Bentley factory C4 manual not just something pulled out of the air. The sequence was developed to prevent people from slightly bending and/or breaking their cams when removing and installing them. I doubt that your eye is good enough to tell whether the cam is straight or not.
Bottomline: I strongly recommend following the factory procedure.

I'm not saying that I have an eagle eye, nor am I saying that the procedure should not be followed. I'm usually the fiercest advocate of factory procedures, sometimes they just don't go the way it's written. So I tightened as I could, using common sense and looking into the procedure to not break the cam, as it was tightened diagonally, just in a different sequence.
