Strange Fan behaviour

I had a problem of fan workin when the ignition off.

I thought it was because of faulty afterrun relay(324) take that out, problem still exist.
I also tried fuse 21, the fan is still working when he ignition off.

If i turn it on everything goes back to normal. I took out relay no 3 and now it stopped. also when relay no3 is off my fan does not kick in when the car overheats

I am finished with my electrical skills

any ideas?

fan works when you close the ignition. fan does not stop by itself.

if you open and close the ignition for 1 second fan then stops. no 324 relay and no fuse 21 attached
