I think mastermind was talking about S2s not UrS4s. I know of no big 30 Amp fuse under the dash that would impact the UrS4/S6 from starting.
So far I have not seen any evidence from you that you have established that power is getting to the starter or power is getting to the ECU. We can't help you until you confirm these.

Updated that restart post to include this:
"AND to deal with the potential for residual pressure in the fuel rail (even with the FP fuse pulled), disconnect the five injector electrical connectors (this also gives you a chance to inspect these connectors for issues related to pins pushed back or holders broken)
"
And then an additional comment to replace the FP fuse AND reconnect the fuel injector electrial connectors.RS2'd 93 UrS4 5 spd sedan

I think the lesson here is NEVER EVER TOTALLY STRIP your car for a paint job unless you fully and completely document with photos and note where everything went. There was almost zero need to remove the wiring harnesses to paint the car, even for a complete colour change.
That said I will still try to help you if I can. In this case, I can't. A brown fuse holder with one green topped fuse with no readable numbers isn't much of a clue to start with.RS2'd 93 UrS4 5 spd sedan
