16v ACE timing marks

I have some problem's with my 80 competition 16v (ACE engine) cambelt timing.
I found marks from crank pulley and cam sprocket, but flywheel have only one mark, and when it is center of the hole, cam and crank marks are wrong. So is this flywheel mark only ignition timing mark not TDC?

Have you compared the marks on the lower pulley compared to the lower plastic cover??
