Whats the story with this vac line set up?

I came across this photo. Its a Japanese RS2 that recently sold. Can anyone tell me why one of the vac hoses is going into the W/G?

Probably some kind of aftermarket boost controller that uses pressure above the diaphragm. Or it couldn't pass inspection because "Hose missing on wastegate cap", so they added a hose and ran it somewhere (hidden) to appease the inspectors. Has happended in California (UrS4/S6).
