Big Washer On Bottom Pulley ?

Just done the crank oil seal and on inspection of the oil seal the reason for failure is this.

So something is catching it i'm thinking could it be the four bolts that hold the big pulley to the toothed pulley as they are protruding about 5mm towards the seal also can't quite figure out the big washer when i fit it the big pulley it doesn't engage with little metal stub on the toothed pulley remove the washer and the pulley fits nice that's with the new oem toothed pulley also the same with the billet one i have so where does this washer go ? I remember when i did the belt back in march last year i forgot to fit the washer and on start up when finished there was i grinding noise on the pulley and it resulted in the pulley catching the metal timing cover. some pics of the pulley's fitted with and without the washer. Oem one first then billet one.

I have a funny feeling that the washer does not go where i have placed it so that would make me a i put it down to getting older and going a bit

So can someone put me right plse.

Alex I take it then that when you do the four pulley bolts up it pulls the toothed pulley forwards so the big one sits in a recess. ?
