Both vehicles need to be taxed and tested in order to transfer a plate.
There will be loop holes, but that is the general rule.

I am fairly sure you are unable to transfer a plate from an agricultural vehicle to a motor car.

...... and its the age of the car which enables you to use black & white plates - not the age of the plate.......

Yeah, It's pre 1973 IIRC for black background plates. This type of plate on a later reg. is basically illegal, unless its a Channel Island plate.

(The old 1973 'L' reg was the last to be legally black & silver/white, 'M' onwards were reflective, though you could have reflective plates from about 1969....Phew!)
