heater fan not working- resistor pack?

hi guys i have a problem with my heater. the heater will only work on setting number 4, and when you put it on that its as if its only on setting 1.
today i went behind the glovebox and went to replace the resistor pack as i got a spare from Spink, but unfortunately it was the wrong one.
i disconnected the wires and the fan still came on

i had heard that it could be the blue coloured plate under the front bumper, so i looked under there to find it all gunked up and mancky

Anyone have a clue which one the problem is with?

The blue coloured plate under the bumper is the resistor for the radiator fan and is not linked to the interior fan.

Odds on it's the resistor plate on the blower itself, the aircon and non aircon ones are different.

Most likely the thermal fuse - it's the silver item that runs across the top of the resistors. Check it for continuity. You can get a replacement from Maplins but be very careful if you solder it in !!
