While I was somewhat joking (but not really), I don't think you can do it without removing the rack from the chassis. The "boot" (or gaiter) cannot go over the steering wheel side of the rack and the bracket on the passenger side would make it difficult (or impossible) to slide on from the passenger side. And I haven't even mentioned the hydraulics on the passenger end of the rack.

Here is a diagram (from a LHD vehicle) to illustrate what I trying to say. (My 98 C4 Avant has a torn Servotronic rack gaiter and I am dreading pulling the rack to fix it). Boot is item 2.

Yes you do have to remove the rack from the car the esiest way to do it is to unbolt all the pipes and the unbolt it from the lugs in the engine bay on the passenger side. Jack the car up and take the drivers side wheel off and slide an axle stand in the wheel will be of for some time. You then undo the 3 bolts holding it through the drivers side wheel arch, these are a pig I snapped one of these trying to undo them. Then you go inside the car and just where it comes through the bulkhead there should be a clamp loosen that of and seperate the steering column from the rack but be careful cuz these two bits are made of cheese. When the are seperated. Back inside the engine bay you unbolt the steering arms going from the rack to the front wheels. I changed the track rod ends well as the had to come off. But the hole the drivers side track rod comes through that is where the rack is going to go to come out trust me it will go just be prepared to shout and swear at it a lot to make it. When it is out slide the new gater on and the refit taking care not to damage the column when you bolt those two back together. It took me about a day, two Bacon sarnies, 5 cups of tea and a lot of skin off my knuckles. Good luck mate
