The landing page is the 'latest posts' aggregated across a load of sub-forums, if you go here it may make more sense:

Near the bottom of that list there is a wanted forum, try in there, but think you *may* need 20 posts or something to post in there.

You need to increase your post count before you have access. Why not start a thread on your RS2 with some nice pics for all of us to drool over
