That's because they have a CO2 based car tax which adds a large amount of money to the price of the car.

As funny as it is, AFAIK yes, in Finland it is.

Technically it's not street leagal. Here you can't do anything on "low emission" car engines(from -90 and further). Well, you can but you need to do really expencive emission tests, so no one wants to to that. Usually they are not so sharp-eyed at the year MOT inspection, and maybe he has a friend working there..?
