Aah, the good old "instantaneous consumption meter" - that's one hell of a scary gauge that one! What you're seeing is perfectly normal for the S2 I'm afraid.
If it's any consolation, if I'm doing a whole tank in urban driving, which is quite common, I get on average 16mpg, which is lousy to say the least.
I would recommend changing the lambda probe though - I did it a few months back (did a thread on it with pictures), it's a straight forward enough task and will help improve the consumption. Other things that help, especially in town, is to use as low revs as you can when running along in traffic - this avoids spinning the turbo up too much and that does really help.
My worst ever fuel consumption was going to a track day last year at Bedford. I got 160 miles out of 16 gallons of gas.

)
) it will nudge 30 MPG, but you will die of boredom.
I just love the sound of a single box, de-catted 3" exhaust :mischeif:
(Should have gone another 10 miles with the last 2 litres!)
) I thought this wasnt bad - but it has a thirst like me on a Friday night :mischeif: when traffic is at a go-slow!
