Sounds like you need to create a public or shared folder, on the new machine, to me. Its obviously 'on' the network and finding t'internet but the old windeez firewall and user permissions need setup to allow shared folder access.
Alternately you could install a freeware FTP client/server thing like Filezilla and use that to swap files. The firewall will need a hole poked in it for that of course.
Before you get crazy with this stuff - use the Network properties panels to find the IPaddress of each machine and just make sure you can 'ping' each other. Just open a command line prompt for this - if you cannot ping each other then you have other problems...
Sounds like windows firewall, or some poxy software like Nortons Internet Security blocking the ports required. Try disabling them and see what happens..

The problem is because you are sharing internet access via Wi-Fi the ability to see shares on other computers files is disabled as a security feature by most firewalls to stop hackers being able to access your resources.
Really need to know what software your running.
With firewalls like Zonelarms you seperate the networks into internet and local network zone and you can specify what is available to each zone via I.P address.
