It will be one of the most pointless acts ever - manufacturers wont change the cars they make, they will just install electronic limiters. Which in turn will be bypasses by motorists, who will then re-apply the limiter (if nessacary) for the MOT (or similar).

So all this will achieve is to annoy people slightly and waste alot of taxpayers cash doing all the administration for it

Well that's true - unless they also introduce a law against acceleration, then you could have a high performance car, but "limited" to 99mph...
