Yes, I meant most of the work, ie the removal of the lower dash, trim etc etc, the bolts in the engine bay are accessable.

Unless they've recently been done then I'd replace the shocks as well whilst the struts are apart. ECP or GSF do Bilstein gas replacements for a very reasonable price, been a long time since I purchased any but I remember I liked the price. Front and rear bump stops should probably be on your list as well.
To make the job easy you need a big (22 or 24mm??) cranked ring spanner for the top nut along with a 7mm Allen key that will take some stick, ie one that fits an adaptor for a 1/2 drive ratchet. A pair of spring compressors is essential for the front springs, though not strictly necessary on rears they make disassembly completely safe and easy.
Not a hard jog to be honest, it was one of the first proper job's I tackled on my own first Golf GTi 13 odd years ago. Set an afternoon aside and take your time and you'll have no problems, a Haynes manual would be of some use as well.
The tools are same as required for S2's and the practice will do you good
I would advise buying the best you can, in my experience skimping on the suspension will be a bad idea.
you dont even need that much money! there are that many manufacturers of golf suspension there cheap as chips you can get a decent set of coilovers for £600 or a decent shocks and springs for £150-200 Ive had all types and have found the fk streets a very nice coilover at a very nice price £250ish
