In the UK easiest would be to buy a B4 80 16v quattro and a S2 avant, weld on the rad support and swap everything across.

Easiest quattro base car to get hold of in the UK would be a B4 v6 quattro. You will need to weld engine and rad mount and swap everything.

I had a 1993 80 16v quattro and put a dash from a 1995 80 2.6 in it and the revs didnt work correctly so maybe some work fine and some dont

Put a 20vt engine in a 80 competition and your rpm counter will not work correctly.

That with original competition clocks and with s2 clocks

I've put a 1.8t in my 90 and can't get the rev counter to work right.. I've also tried my b4 16v clocks in and still hits rev limit at 5300. although on a few occasions it has gone round to 6800(which vagcom says is right) these clocks have a mind there own lol

The issue *might* be different numbers of teeth on the starter ring gear on the flywheel. I know that for the 3B, AAN, ABY and ADU, the G28 engine speed sensor is effectively counting ring gear teeth (135/revolution). If the flywheel was a different size or had a different number of teeth, there would be an RPM reading error.
