I would buy cheap used OEM NG/AAR flywheel and invest money into converting it to 60-2 spec, lightening and balancing. It may come out the same money in Europe but nonetheless the flywheel will be out of Grauguss, not steel. It may come out way cheaper if a proper machine shop in Baltic countries is reachable.

20V and deep-dish singlemass flywheels suit for that job too, but AAR flywheels are best for experiments, because they cost just nothing (at least in my place).
