If it has an analogue boost gauge and you are seeing more than about 1.2 Bar relative boost (e.g. 18 psi) then you are chipped.
If you have access to someone with VAGCom, I think they can read chip info, e.g. MTM, MRC, Schmidt, etc.
Otherwise you need to find and open the ECU. The post photos of the chips.
