Missing ponies

I have a 1.9 tdi AHU engined a4.
It runs well if not a little under powered. I know it should run about 90 hp but I believe it is about 65hp or less. When I squeeze the air pipe after the intercooler and have the engine reved it seams to be higher up the rev range before I feel the pipe pressure up, any suggestions of what may be letting my ponies escape? Any ideas will hopefully lead to the repairing of fences and gates so I can get the best out of what ponies I have and shall hopefully find. Thank you for your help.

Yep, I bet the inlet manifold is half blocked. when I did mine it was (1Z engine). As it happens ive got a nice clean manifold for sale

If you can check fault codes.

Good things to check anyway;

Coked manifold as suggested (and then blank the egr)
Boost leaks, pressure test if possible, if not visually inspect intake system (splits/tears/perished or damaged hoses
Check/replace small bore vacuum hoses
Check intake clamps secured

Cheers I have a spare turbo to be check out as well may consider putting that on if it's ok and decode at same time.
