Engine loom and ECU is pretty easily done for £1k or so. It's all the other bits that add up really fast to S2 money, believe me. Exhaust, airbox, intercooler, clutch, brakes etc etc it all adds up to do it properly
With an S2 you will get all of this and more, hubs, gearbox etc plus residual value.

Well I've gone and done it now I'm driving down to Blackpool on Sunday to pick up an aby block, je forged pistons, sump, and lightened crank so this is the start of a long term project which I can see taking two to three years realistically.

Generally the only + reason anyone can give for going 10vt is they sound better....

Also with your B3 car it is a direct replacement for the NG engine. Everything is plug and play and if you pull your finger out you could get one in and running within a long day

And not to forget more low end torque then a 20v. But a 10v is basically a bad start if you look at the CIS, Head and EM.

I've been in such dilemma...kinda. Except that i have to choose between replacing the 10V turbo on my C3 quattro with 20V or just replace the CIS with motronic and i just can't give up the idea of losing the low end torque and the amazing sound of the 10V. There are quite a few projects with 10VT runing on Motronic and thats the path i chose, which left me with collecting parts and goods for the swap at that stage. But considering that you don't have any of these engines, go for the 20V, it will go past the 350bhp mark much more easily than the 10V.
