As others have said, the timing is out and needs sorted.
It has happened because tie-wrapping your belt to the cam pulley will do nothing to prevent the timing being off! If you want to do that, you need to lock the cam with a locking tool. Keeping the belt on the cam does nothing to stop the cam rotating, thus when you put the belt back on the bottom pulley (which can also move), the timing is out. The cam will want to rotate because there will be some load on one of the cams against a tappet, so it will want to get into a place where there is no force on it...
You should always check your marks are aligned after replacing/re-fitting a belt, by turning the engine by hand if they are not quite in the right position.
You should NEVER try to start an engine to check the timing! This can cost you a shedload of cash when the valves and pistons have a fight!
I hope this helps, it is as important to know why you need to fix it, and why it has gone wrong, as it is to actually fix it
Thanks
Mike
