For a year now I have had foam shooting out of every vent of the car. In order to replace the foam is a heater matrix out job or can it be done by removing the dashboard and keeping the heater matrix in place, so i do not need to empty the A/C refrigerant?

You have to the everything out to access all of the flaps.

You do have to remove the central part of the heater with the heater matrix in it to get to the flaps. However, if you're very dextrous you can remove the clips between the central unit and the unit with the fan motor and A/C evaporator in it and leave the evaporator behind in the car. That way you will not have to empty the A/C refrigerant. When you come to put the central unit back in the car there will be one clip you probably can't get to to replace but there are still enough to hold it together.
